Lakshman Savdi and C C Patil were allegedly caught watching porn film clips on the former's mobile phone on the floor the state legislative assembly on Tuesday.

They said the ministers were elected by the people and such an act is nothing short of an insult to the people. "Disgraceful. This should not have happened," said D H Shankaramurthy, chairman of the legislative council.

The issue expected to generate lot of heat since the legislature will be in session up to Friday. Speaker K G Bopaiah and both the ministers could not be reached immediately for comments.

USA bid to stage the 2023 rugby World Cup

United States are discussing a bid to stage the 2023 rugby World Cup which could involve Canada co-hosting, according to USA Rugby chief executive Nigel Melville.

Former England captain Melville said that the US had been asked to bid to host rugby's biggest prize for the first time, but did not say by whom when he appeared on the RuggaMatrix America podcast.

"We were asked during the World Cup whether we would be prepared to bid for 2023. I know it seems like a very long way away for us all but we have to start those processes now so we are having a discussion about that," Melville said.

"Also Canada are interested in some sort of joint bid... could we do it together as north America, because there would be opportunities in Toronto and Vancouver and obviously bringing the tournament to north America would be a tremendous boost for us all."

The US have appeared in six of the seven World Cups, including the recently concluded tournament in New Zealand where they beat old cold war rivals Russia but failed once again, to advance from their pool.

Russia have already said they will bid to host the 2023 tournament and Melville said that he believed the US might be more successful in winning the right to stage the 2027 tournament.

"Discussions are taking place and I get the feel that if we bid for 2023 we might not get it but in 2027 we might, but I don't think we will get '27 if we don't bid in '23," the former London Wasps and Gloucester coach said.

"I think we have to start putting the wheels in motion now to bid for the World Cup; that way we can certainly put ourselves on the map as serious contenders.

"I think people would be interested in partnering with us to do that and certainly there is a will in our rugby community and across the globe, people would be fascinated at having a World Cup in America."

The World Cup will be hosted by England in 2015 and then Japan in 2019, the first time the tournament will be staged outside either Europe or the southern hemisphere powerhouses of New Zealand, South Africa and Australia.

Melville said it represented an opportunity to drive interest in the sport in America where rugby struggles for attention behind American Football, baseball, basketball and ice hockey.

"It is something we should be looking at, you need to look strategically where we want rugby to be, would we be able to cope with it, have we got the infrastructure, have we got the stadia and the big question would be could we fill the stadiums."

However, the inclusion of rugby sevens in the Olympics for the 2016 Games in Rio de Janeiro has led to increased focus and funding for the sport in America.

Employed as part of the Women's Development Project (WDP) run by the Government of Rajasthan.related to land, water, literacy, health, Public Distribution System, and payment of minimum wages at famine relief works.In 1987, she took up a major issue of the attempted rape of a woman from a neighbouring village. All of these activities had the full support of the members of her village.

Big Change in Her Life

In 1992, the State Government of Rajsthan had decided to launch an anti-child-marriage campaign during the fortnight preceding Akha Teej, which is considered an auspicious date for marriages. The WDP members and other government employees tried to convince the local villagers against child marriage. However, some influential conservative Gurjar families in the village were determined to perform child marriages. In one such family, Ram Karan Gurjar was planning to marry off his 9-month old daughter. Bhanwari's attempts to persuade the family against this move met.

On May 5, the day of Akha Teej, the Deputy Suprintendent of Police (DSP) and SDO came to the Bhateri village, and stopped the marriage of Ram Karan Gurjar's infant daughter. The Gurjar community in the village felt that the police interference in their affairs must have happened due to Bhanwari Devi's report to the police. The annoyed villagers refused her water from the well and started threatening her regularly.

Bhanwari Devi refused monetary compensation to avoid allegations that she had cooked up the rape story to get money.Bhanwari Devi could be lying. During the course of the case, five judges were changed. in November 1995. The district sessions judge also said that Bhanwari's husband couldn't have passively watched his wife being gang-raped.

In 2007, 15 years after the incident, the Rajasthan High Court held only one hearing on the case and two of the accused were dead.

Bhanwari Devi has received support both nationally and internationally, and was invited to be a part of the United Nations Fourth World Conference on Women in Beijing.

In 1994, she was awarded the Neerja Bhanot Memorial Award carrying Rs. 1 lakh cash prize, for her "extraordinary courage, conviction and commitment".

In 2002, the Chief Minister of Rajasthan, Ashok Gehlot, alloted a residential plot to Bhanwari Devi and announced a grant of Rs. 40,000 for construction of a house on the plot. He also sanctioned an additional amount Rs. 10,000 for the education of her son.

Days before her kidnapping nurse Bhanwari Devi was believed to be negotiating a multi-crore deal with sacked Minister Mahipal Maderna and his opponents to trade off the CD in which she was seen in a compromising position with Maderna and some others. She was sure that revelations in the CD would lead to the fall of the Gehlot Government in Rajasthan. Against the background of the tape is Bhanwari Devi’s complex relations with Malkhan Singh, his younger brother Parasam, also a Congress leader, their sister Indira Bishnoi and their cousin Sohan Lal Bishnoi, a local PHED contractor, at whose behest Shahbuddin brought Bhanwari Devi to Bilara from where she is said to have disappeared. Sahi Ram is also their close relative.

According to locals, whispers of an affair between Malkhan Singh and Bhanwari Devi were doing the rounds for several years. She even used to claim that her younger daughter was born out of her affair with Malkhan Singh.

She is said to have created a ruckus during the wedding of Malkhan Singh’s daughter. When Maderna became Minister, it was Malkhan Singh who took Bhanwari Devi to him.

In the conversation in Marwari, at one place Bhanwari Devi refers to Sohan Lal striking the CD deal with some parties in Delhi. “He had made a deal of `7 crore, out of which I would get `5 crore and the rest would go to Sohan Lal.” Sohan Lal is already under arrest.

Floods 19 out of 30 districts in Odisha

After floods Odisha highly affected 19 districts out of 30. More than 14 lakh people in these districts have already been affected by the calamity. Heavy release of water from the Hirakud dam located in Sambalpur district has triggered the floods in the Mahanadi river system.

The water level in the reservoir stood at 628.8 feet against maximum capacity of 630 feet. The level was 629.5 feet on date 10/9/11 so the dam authority opens 59 switch gates out of 65.

The flood water was affect 14 lakh people and snapping road links with about 1,000 villages, 17 people were killed and 11 others are missing, Of the 17 people killed, maximum five deaths were reported from Jajpur district followed by four in Kendrapara district, three in Mayurbhanj, two each in Dhenkanal and Sambalpur districts and one in Bhadrak district officials said.

Orissa government on Monday stepped up air-dropping of food packets and stepped up relief operation by deploying four helicopters in completely cut off areas of Kendrapara, Puri and Jagatsinghpur districts.

Chief minister Naveen Patnaik announced seven days relief for the affected people in western districts like Sambalpur, Subarnapur and Bolangir.
The low-lying areas of Bhubaneswar city have also been affected by the river Kuakhai and the river Daya, flowing on both sides of capital.

People in the affected villages have started to return home following improvement in flood situation. Congress and the BJP are blaming the state government for mismanaging the Hirakud dam. They also say it man-made floods.

About Orissa JEE

Orissa JEE 2011 is required for admission to First Year Bachelor programme in Engineering/Technology , Pharmacy, MBBS/BDS and for Lateral entry to second year of Engineering/Technology & Pharmacy courses.JEE Orissa 2011 is conducted by the JEE Board on behalf of Govt. of Orissa.JEE 2011 exam will be held at selected centers in Orissa.

JEE Orissa Exam Pattern

There is a separate entrance test for all the courses. The Orissa JEE 2011 entrance test will be objective type and contains the questions will be asked from Physics, Chemistry and Mathematics. There is negative marking for incorrect answer. The MBA Exam also consists of objective type questions and the sections are General Awareness, Quantitative Aptitude Test, and Test of English.

For appearing in OJEE Exam, the candidate has to complete JEE application form and attach all the documents according to the norms of the board. The completed JEE application 2011 will have to be sent to the given address on website before the last date of submission of JEE forms. There are cut-off marks and the candidate has to cross the cut-off marks in Orissa JEE results. The merit list will be prepared based on the JEE result 2011 and the successful candidates will be then called for Orissa JEE counseling. During the time of JEE Orissa counseling, the candidates have the option to choose their colleges and stream based on JEE Orissa result. Students should produce their complete result and original mark sheet during the time of JEE Orissa 2011 admission. The reservation of seats is subject to change and it entirely depends on the decision of the State Government.

Orissa JEE Eligibility Criteria
The eligibility criteria for Orissa JEE entrance exam is pass or appearing in 10+2 examination with a minimum score of 50% aggregate of Council of Higher Secondary Education, Orissa or equivalent

The students should have subjects like Physics, Mathematics, as compulsory subjects and one from Chemistry/Computer Science/Biology/Biotechnology in their previous class.

Candidates who have passed the 10+3 diploma course in engineering from SCTE & T, Orissa or equivalent can also apply for admission.

Candidates can apply for Orissa JEE through the official website. The demand draft for the exam has to be submitted at the examination hall before the exam starts. Sale of Orissa JEE 2011 Application form may begin from February 1st week, 2011. BALIYATRA An Ancient Festival of Orissa

The Festival of Baliyatra celebrated on Kartika Purnima, the full-moon day of Kartika (October-November). The festival is celebrated to commemorate the glorious past of commercial sea journeys that were organized to the islands of Bali, Sumatra and Java. During this festive period, the idols of "Kartikeswar" are constructed and worshipped. The festival is celebrated for five to six consecutive days.

Baliyatra literally means, "Journey to Bali" and it also suggests a festival connected with Bali. This festival is celebrated to mark the day when ancient Sadhabas (Oriya Traders) sets sail to distant lands of Bali, Java, Sumatra, Borneo (Indonesia) and Sri Lanka for trade and cultural expansion.

The Celebrations

♦ Baliyatra witnesses a large number of men, women and children gathering in a
colorful costumes in all water bodies carrying tiny boats made up of banana peels
or paper with lighted lamps inside, to launch them on the gentle waves
accompanied by blowing of conch, and occasional burst of crackers. It is a
symbolic gesture that they will leave for faraway islands of Bali, Java, Sumatra,
Borneo and Ceylon (Srilanka) to which their ancestors once sailed. Oriya women
perform the ritual of 'Boita Bandana' to remind the memories of the journeys of
adventurous Oriyas. On this festival of Kartika Purnima an Oriya lyric is usually
recited i.e. 'Aa-Ka-Ma-Bai, Pana-Gua- Thoi'. Which indicates the month of
Asadha, Kartika, Margasira and Baisakha of Oriya calendar. While the period
from Asadha to Kartika was the season of outgoing journey and Magha to
Baisakha was considered to be the season of return.
♦ In Cuttack, Baliyatra is celebrated annually. Which is a large and openair event
on the bank of River Mahanadi at Cuttack adjacent to the Barabati Fort. There are
several attractions for children in the fair. Food stalls in Baliyatra sale Oriya
delicacies, and other vendors sell toys, curiosities, and other gifts. Children float
toy boats made of colored paper, dried banana tree barks, and cork in the
Mahanadi river. People also enjoy boating with friends and family in the
moonlight night. The Cuttack Baliyatra is attended by thousands of enthusiasts
and is marked with fun.

♦ Depicting the symbol of ancient maritime glory of the erstwhile Kalinga, the
festival would try to showcases the traditional art and craft of the State with fullscale entertainment too. Stalls having electronics goods, handicrafts, fast foods,including thunka puri, Rasabali and DahiBara-aludum have all lined up to make
brisk business.

♦ Tourism of Orissa offers tours to Orissa during the Baliyatra, so that tourists can
get a glimpse of Orissa's rich cultural history and colorfully vibrant presentation
of Festivals in Orissa.
♦ This festival is also celebrated with great fanfare in Paradeep, Puri, and
Bhubaneswar.

The Lok Sabha on Tuesday cleared legislation seeking to rename Orissa as Odisha and the language spoken in the state as Odia from Oriya.

The bill to alter the name of the eastern state was introduced in this year's budget session and was passed on the first day of the month-long winter session by electronic balloting.MPs overwhelmingly supported the constitutional amendment bill to do away with the legacy of British name given to the state.

The central government had received a proposal from the Orissa government in 2008 after the state assembly moved a bill to change both names in deference to the manner in which the name of the state is pronounced in the local language.

The state is called Udisa in Hindi and Orissa in English, and the language Udiya in Hindi and Oriya in English as per the constitution.

This required an amendment to the constitution and had to be approved by two-thirds majority of the house.

Home Minister P. Chidambaram, who moved the bill, said the house was honouring the wishes of the people of the state by clearing the legislation.

Many Indian cities and states have been renamed after independence, including Kanpur (formerly Cawnpore), Thiruvananthapuram (Trivandrum), Mumbai (Bombay), Chennai (Madras), Kolkata (Calcutta), Pune (Poona), Kochi (Cochin) and North-East Frontier Agency (NEFA) to Arunachal Pradesh.

Fakir Mohan Senapati

The first Oriya printing typeset was cast in 1836 by the Christian missionaries, replacing palm leaf inscription and in the process revolutionising Oriya literature. Books became printed, and journals and periodicals published. The first Oriya Magazine of 'Bodha Dayini' was published from Balasore in 1861. The main object of this magazine was to promote Oriya literature and to draw attention to the lapses in government policy. The first Oriya paper, 'The Utkal Deepika,' made its appearance in 1866 under the editorship of the late Gouri Sankar Ray with the help of the late Bichitrananda. The Utkal Deepika continued a vigorous campaign for bringing together all the Oriya-speaking areas under one administration, developing the Oriya language and literature and protecting Oriya interests. In 1869 late Bhagavati Charan Das started 'Utkal Subhakari' to propagate Brahmo faith. In the last three and a half decades of the 19th century, a number of newspapers were published in Oriya. Prominent amongst them were 'Utkal Deepika','Utkal Patra', Utkal Hiteisini from Cuttack, Utkal Darpan and Sambada Vahika' from Balasore, Sambalpur Hiteisini (30 May, 1889) from Deogarh. The publication of these papers during the last part of the 19th century indicated the desire and the determination of the people of Orissa to uphold the right of freedom of expression and the freedom of the press, with a the ultimate aim of freedom from British rule. These periodicals performed another vital function, in that they encouraged modern literature and offered a broad reading base for the writers; the educated intellectuals who came in contact with the literature became influenced. Radhanath Ray (1849-1908) is the prime figure, who tried to write his poems with the influence of Western Literature. He wrote Chandrabhaga, Nandikeshwari, Usha, Mahajatra, Darbar and Chilika, which were the long poems or 'Kavyas'.

Fakir Mohan Senapati (1843-1918), the prime figure of modern Oriya Fiction Prose is the product of that generation. He was considered the Vyasakabi or founder poet of Oriya language. Fakirmohan was born and brought up in the coastal town of Balasore. He grew up to be an administrator in ex-feudatory states. Enraged by the attempts of the Bengalis to marginalize, or even replace, the Oriya language by Bengali, he took to creative writing rather late. Though he had translated from Sanskrit, wrote poetry, and attempted many forms of literature, he is now known primarily as the father of modern Oriya prose fiction. If either Fakirmohan or his progeny had preserved his short story, “Lachmania” which he had written in the late 1860s, and which was published in the journal Bodhadayini, edited by himself in Balasore, Fakirmohan would certainly been credited with having pioneered the genre in India; except for a bare mention in his autobiography, the story cannot be traced, and thus his “Rebati” (1898) is widely recognized as the first Oriya short story. “Rebati” is the story of a young innocent girl whose desire for education is placed in the context of a conservative society in a backward Orissa village, which is hit by the killer epidemic cholera. His other stories are “Patent Medicine”, “Dak Munshi”, and ”Adharma Bitta”. Other than short stories, Fakir Mohan Senapati is also known for his novel Chha Maana Atha Guntha. It is the first Indian novel to deal with the exploitations of landless peasants by the feudal lord. It was written much before the October revolution of Russia or much before the emerging of Marxist ideas in India. Gangadhar Meher (1862-1924), Madhusudan Rao, Chintamani Mahanty, Nanda Kishore Bal and Gaurisankar Ray are some of eminent writers and poets of this time.
